The Heritage Foundation- the power behind President Donald Trump - produced nearly 300 recommendations for governors, state legislators, mayors, Congress, the President, businesses, schools, community organizations, churches, and virtually every institution within society.

In April 2020, the Heritage Foundation announced the formation of a National Coronavirus Recovery Commission. Given the Heritage Foundation's clout in the Trump administration, the report, which recommended somewhat opening the economy while still "testing", contact tracing, and "supporting the accelerated introduction of therapeutics and vaccines", was probably the base for several policies.[1]

Over the last eight weeks, the Commission has produced nearly 300 recommendations for governors, state legislators, mayors, Congress, the President, businesses, schools, community organizations, churches, and virtually every institution within our society. The breadth of these recommendations reflects the view that solutions to the nation’s current challenges require an "all of society approach."[1]

The commission was led by Heritage Foundation President Kay C. James to "chart out the path to best navigate our nation through this crisis to determine when and how to begin to get Americans' lives 'back to normal' again".[2]

Recommendations

It recommended a "return to a more normal level of business activity", but "this would be done only after stabilizing the health care system; establishing enhanced testing, reporting, and contact tracing; and continuing to follow CDC mitigation guidelines."[1]

  • Slow the spread of the coronavirus while expanding testing, reporting, and contact tracing. Follow CDC guidance on social distancing and other mitigation efforts until new cases begin to decline for at least 14 days.
  • It suggested "nvest in national and state stockpiles, reform supply chains, develop strategies to adjust resource capacity to meet the demands of crises, develop the supply of antiviral agents, seek to develop vaccines for coronaviruses, as well as invest in an international biosurveillance network to detect and contain emerging infectious diseases through coordination and cooperation."[1]
