Project 25, also known as the 2025 Presidential Transition Project, is a political initiative published by the Heritage Foundation that aims to promote conservative and right-wing policies to reshape the United States federal government and consolidate executive power if Donald Trump wins the 2024 United States presidential election.[1]
Unitary executive theory
Project 25 asserts that the entire executive branch is under the direct control of the president under unitary executive theory and proposes reclassifying tens of thousands of federal civil service workers as political appointees in order to replace them with people loyal to the president. Proponents of Project 25 argue it would dismantle what they view as a vast, unaccountable, and mostly liberal government bureaucracy, and would infuse the government and society with conservative Christian values. Critics have characterised Project 25 as an authoritarian, Christian nationalist plan to steer the US toward autocracy. Legal experts have said it would undermine the rule of law, separation of powers, separation of church and state, and civil liberties.[2]
Taking partisan control
Project 25 envisions widespread changes to economic and social policies and the federal government and its agencies. The plan proposes taking partisan control of the US Department of Justice (DOJ), Federal Bureau of Investigation (FBI), Department of Commerce, Federal Communications Commission (FCC), and Federal Trade Commission (FTC), dismantling the Department of Homeland Security (DHS), and reducing environmental and climate change regulations to favour fossil fuels. The blueprint seeks to institute tax cuts, but its writers disagree on protectionism. It recommends abolishing the Department of Education, whose programs would be transferred or terminated. Funding for climate research would be cut, and the National Institutes of Health (NIH) would be reformed along conservative principles[vague]. Project 25 seeks to cut Medicare and Medicaid, and urges the government to explicitly reject abortion as health care. Project 25 seeks to eliminate coverage of emergency contraception and enforce the Comstock Act to prosecute those who send and receive contraceptives and abortion pills. It proposes criminalising pornography, removing legal protections against discrimination based on sexual orientation and gender identity, and terminating diversity, equity, and inclusion (DEI) programs and affirmative action by having the DOJ prosecute "anti-white racism". Project 25 recommends the arrest, detention, and deportation of illegal immigrants. It proposes deploying the military for domestic law enforcement. It promotes capital punishment and the speedy "finality" of those sentences.[3]
Attack on democracy
On 9 July 2024, Josh Moon wrote an opinion piece on Project 25 in the Alabama Political Reporter:
- "They’re attacking democracy. Because democracy ensures that the poorest voice counts just as much as the richest voice. Democracy levels the playing field.
- "And, well, that cannot stand. Because that would mean that the common working guy is supposed to have just as much say in how this country operates as the rich dude with a Supreme Court justice vacationing on his yacht.
- "In the end, it’s always been about power and money. That’s what the racism has been about. That’s what the bigotry has been about. That’s what the weird religious nonsense has been about. It’s what the gay hate and trans hate and BLM hate and immigrant hate and non-Christian hate has all been about.
- "It was all a means to divide us. A way to prevent working class whites from realising that they had way more in common with working class Blacks and Hispanics than they ever did with rich white people. It was a way to divert attention from economic standing and basic everyday financial fairness to skin colour or religious beliefs or sexual preferences.
- "All to make sure that rich people got to keep being rich and poor people never voted together in their own interests.
- "Project 2025 simply puts that idea on paper and reveals the end results – the utopian American dream for the elites.
- "And they’re betting that even after they tell you what they want to do, you’ll still fall for it."[4]
