Pavel Valeryevich Durov is a billionaire software developer and entrepreneur, best known for being the founder of the social networking site VK and the communication app Telegram. He was arrested in France as part of the 2024 crack down on free speech. "A source" stated that "On his platform, he allowed an incalculable number of offences and crimes to be committed, for which he did nothing to moderate or cooperate,"[1]
