Urban planning  (social control)

Urban planning, also known as town planning, city planning, regional planning, or rural planning, is a technical and political process that is focused on the development and design of land use and the built environment, including air, water, and the infrastructure passing into and out of urban areas, such as transportation, communications, and distribution networks and their accessibility.

Traditionally, urban planning follows a top-down approach in master planning the physical layout of human settlements.

Urban redesign for military control

Paris underwent a vast public works programme commissioned by Emperor Napoleon III and directed by his prefect of Seine, Georges-Eugène Haussmann, between 1853 and 1870. One of the purposes of Haussmann's creation o fwide boulevards was to make it easier for the army to manoeuver and suppress armed uprisings; Paris had experienced six such uprisings between 1830 and 1848, all in the narrow, crowded streets in the center and east of Paris and on the left bank around the Pantheon. A small number of large, open intersections allowed easy control by a small force. In addition, buildings set back from the center of the street could not be used so easily as fortifications. There was only one armed uprising in Paris after Haussmann, the Paris Commune from March through May 1871, where the Communards were beaten easily by the army.
