The Separation of powers is a doctrine beloved of schools. Typically, government consists of separate legislative, executive and judicial branches.
Official narrative
Since modern 'democratic' government is separated into separate branches, a dictatorship is not possible, since no branch can dictate to the others.
Reality
Post 9-11, the executive branches of some governments are following the US lead and summarily overruling other branches.
In any case, deep state networks render the separation of powers claim moot. The mass surveillance and blackmail carried out by spooks illustrate the vacuity of claims about separation of powers.
