Rolf Tophoven was vice director from 1986 of the Institut für Terrorismusforschung. His boss, Hans Josef Horchem spoke at the seminal 1979 Jerusalem Conference on International Terrorism on "Pre-Empting Terror".
Activities
Tophoven has published newspaper articles for Die Welt, as well as books about the Middle East conflicts, the GSG 9, the war in Chechnya, and about "Islamic terrorism".
In 2012 he was the Director of the Institute for terrorism research and security policy in Essen, Germany.[1]
