Background
He was awarded Doctor of Law from the University of Madrid with extraordinary prize. He joined in opposition simultaneously in the Body State Bar of Lawyers and the Council of State of Spain. Married to Dona Rosario Lapuerta, he had nine children.
Career
He was president of the Lessee Company Oil Monopoly (CAMPSA). Later he was Member of Parliament for the province of Zamora. Founder and first president of Alianza Popular (the Popular Party today).
He was Professor of Political Economy at the Faculty of Law of the University of Madrid, Director of courses of Sociology at the Universidad Internacional Menéndez Pelayo de Santander, Professor, School of Tax Studies and professor at the University of Santa Maria de la Rabida in Huelva .
He was a member of the Catholic Association of propagandists, having occupied the Vice President of the Association.
He was President of the Boards of Trustees of the College San Pablo CEU University, the University Studies Center and member of the Higher Education Council of the Church. Member of the Standing Committee of the Political Studies Institute, Madrid; member of several committees of the Development Plan; Vice President of the Third Section of Fiscal Policy and Credit of the Chamber of Commerce of Madrid, and member of the Board of Governors of Christian Citizenship School.
He was a corresponding member of the Royal Academy of Jurisprudence and Legislation, and member of the Academy of Arts and Letters San Dionisio, in Jerez de la Frontera.
He was father of Marta Silva de Lapuerta, Attorney General and Director of the Legal Service state.
He was minister of Public Works from 1965 to 1970. He earned the popular nickname of Minister efficiency by carrying out a program meritorious achievements (highways, dams, carreteras.etc) substantially changed the infrastructure of Spain.

He received numerous awards including The French Medal of Merit, the Gold Medal in extraordinary session of the Council of Barcelona, the Madrid Gold Medal, Gold Medal of the City of Huelva and the Great Cross of Carlos III.
