With a certain amount of projection, given his engagement in the Global Panel Foundation, to all appearances a CIA-front, Reed writes of "thousands of foreign spies operating in our country"...who are "often not acting alone. They have their own networks of sub-agents who help gather secrets on their behalf and who share in the spoils of passing this information on to foreign operatives."[2]
According to Reed, the "inability to prosecute traitors" is due to a cover up. "It doesn’t mean we don't have them, nor does it mean that our security services don’t know who they are"...Their treachery is often closely associated with other nefarious activities in the Canberra system, so that if one or more of the key offenders is arrested and arraigned in court, the resulting publicity would wreak a heavy political toll. Hence the cover-ups." [2]
