Sergei Kovalev is Russian human rights activist, politician and a former Soviet dissident and political prisoner.

He formed the Kovalyov commission, an independent group to investigate the Russian apartment bombings‎. This was ineffective due to the assassination of Sergei Yushenkov.[1][2] Moreover, journalist Otto Lacis died in a car crash, and another member, Yuri Shchekochikhin, allegedly poisoned with thallium,[3][4] and its legal counsel and investigator, Mikhail Trepashkin, arrested.[5][6]
