Nawaf Salam is a Lebanese diplomat, jurist, and academic who was appointed Prime Minister of Lebanon on 13 January 2025.[1]

Judge

Nawaf Salam was formerly President of the International Court of Justice since 6 February 2024. He was the second Arab to be elected as president and the first Lebanese Judge. He was elected on 9 November 2017 as Judge on the International Court of Justice for the 2018–2027 term, having received a concurrent majority of votes in the United Nations General Assembly and UN Security Council.[2]

Ambassador

Nawaf Salam was Ambassador and Permanent Representative of Lebanon to the UN between 2007 and December 2017, during which period he held the positions of President of the Security Council and Vice President of the General Assembly.[3]

Mossad asset?

A leaked intelligence document from the East German embassy in Beirut, dated October 1,1982, claims Salam was recruited by Mossad in 1979. The document alleges Salam was recruited during his student days in Paris by David Kimche - na senior Mossad spymaster, Israeli diplomat, and the alleged link between the US and Iran, who worked with Lebanon as well. In 1983, Salam was involved in preparing the May 17 Agreement, a US-backed deal to normalize relations between Israel and Lebanon. The Israeli signatory was David Kimche - the very man accused of recruiting him.

When Prime Minister in 2025, while Israel's bombing devastated Beirut and southern Lebanon, Salam's government offered no clear diplomatic response. Instead, his focus was on banning Hezbollah's military activities and restricting it to politics.[4]
