That pages uses an old version of the Wikimedia formatting (sort of, long story), which means, you can add the incitement on that page, add a stub page of the person who said it and create a forward redirect on that page below a header like this; {{FA|Establishment/Incitements to Murder}}

I've redirected the page to his already existing page, as it would mean double pages.
