CIA Plane Movements Through Irish Airports

Introduction

Although this report is primarily about the use of Shannon airport by CIA planes, it should be noted that Knock, Dublin, Kerry, Sligo and Derry airports are also known to have been used by these planes albeit to a far lesser extent. Known and suspected CIA planes are first listed, before being followed by details of the plane type, the source of the information, the owner, and other relevant comments including links to specific “rendition” cases. A large appendix contains the publicly available flight history for each plane taken from a number of sources for completeness. Some of these planes are no longer in use, have changed registration numbers, or their flight logs are no longer available to the public. Where current flight logs are available they are included here.

This report is intended to support the investigation into breaches of national and international laws resulting from the so-called CIA rendition programme, and to support prosecution of those individuals involved in, or complicit in, these breaches of law and human rights abuses. The report will be continuously updated as additional information becomes available. It has been compiled by a small group of peace activists working on a voluntary civil society basis at Shannon airport, in Co Clare, in the west of Ireland. The report coordinator is Edward Horgan (edward_horgan@hotmail.com.). No cooperation has been forthcoming from Irish state authorities in the compilation of this report. On the contrary, two of the peace activists directly involved in collecting evidence for this report have been arrested or detained at Shannon airport on several occasions by Irish police and airport security personnel, with the intention of preventing the collection and publications of this evidence. In addition the police and airport security personnel at Shannon airport have been instructed by the Irish Government not to search any suspect CIA aircraft being refuelled at Shannon airport. This is in direct contravention of the international, UN Convention Against Torture, and the Irish, Criminal Justice (UN Convention Against Torture) Act, 2002.

This evidence is presented primarily for humanitarian reasons. We are aware that Shannon airport has been used by the US military and the CIA both as a transit and refuelling base for US military operations in Iraq and Afghanistan, and that very many crimes against humanity, including torture, have been committed by US troops and other US personnel who are regularly passing through Shannon airport. The Irish Government has been knowingly complicit and cooperative in these crimes against humanity because they continue to allow these troops and CIA personnel to use Shannon airport. By default, the Irish people have also become complicit. The Irish Government has repeatedly denied knowledge of the use of Shannon airport for the purposes of the US Government so-called “extraordinary rendition” programme, and has claimed to have accepted US Government assurances that Shannon airport has not been used to facilitate the transport of prisoners to and from Guantanamo prisons and other prisons where many of these prisoners are known to have been tortured. The information in this database has been compiled primarily from publicly available sources and by direct observation of aircraft landings at Shannon airport. Therefore all the information in this database has been, and is, also available to the Irish Government. The Irish Government also has access through its official sources and agencies to considerable amounts of additional information on US military flights through Shannon airport that is not available to those who have compiled these records. Therefore, claims by the Irish Government that it is not aware of the abuse of Shannon airport by US Government agencies, some of whose agents have committed crimes against humanity, are false, indeed knowingly false.

This database of evidence is intended to firstly to expose the truth of what has been happening at Shannon airport, and secondly to enable actions to be taken based on this knowledge, including prosecutions of persons who may be guilty of offences committed at Shannon airport or elsewhere, or persons who may be complicit in the committing of such offences. This database of evidence and information will be made available publicly, and circulated also to the relevant judicial authorities including police, governments, the European Union, the Council of Europe, the United Nations, and other organisation where appropriate.
