Project Chatter was a United States Navy program that started in the autumn of 1947 and focussed on the identification and testing of drugs for use in the interrogation and the recruitment of agents. The search included laboratory experiments on both animal and human subjects. The program ended shortly after the Korean War in 1953.

The book Acid Dreams - The CIA, LSD, and the Sixties Rebellion, by Martin A. Lee and Bruce Shlain [1] identified CHATTER as a program under the direction of Doctor Charles Savage of the Naval Medical Research Institute, Bethesda, Maryland, from 1947 to 1953.[2]

The project was geared to identifying drugs, both synthetic and natural, that were effective during interrogation. The project was centered around, but not restricted to, the use of Anabasis aphylla (an alkaloid), scopolamine and mescaline.

Project Chatter was halted in 1953, presumably due to limited progress and the success of other projects.
