Hans Josef Horchem was a "terror expert" who spoke at the Jerusalem Conference on International Terrorism on "Pre-Empting Terror."
Career
He worked as a judge in Aachen from 1955 to 1957. In the 1960's he had a senior job in Köln at the Bundesamt für Verfassungsschutz. From 1969 to 1981 he lead the Landesamtes für Verfassungsschutz in Hamburg. He has been accused of monitoring political activists, and possibly getting the more effective ones fired.[1]
Jerusalem Conference
Hans Josef Horchem spoke at the seminal 1979 Jerusalem Conference on International Terrorism on "Pre-Empting Terror."
Later activities
After taking early retirement he lead the Institut für Terrorismusforschung (Institute for Terrorism Research) in Bonn from 1986 to 1992, together with Rolf Tophoven.[2]
