Finance minister in the tax haven Luxembourg. |
The position of Minister for Finances has been in continuous existence since the promulgation of Luxembourg's first constitution, in 1848.
The minister prepares and implements the budgetary, financial and fiscal policy of the State. As such, he is responsible for public finances and the preparation of the state budget. He also defines policy with regard to the financial sector, and is responsible for relations with international financial institutions, as well as state property policy.
Luxembourg is a major banking and tax haven and nominal headquarters for many large corporations, so the Minister has to balance these interests against Luxembourg's compliance with obligations contracted in the context of the fight against money laundering, corruption and the financing of terrorism as well as the initiatives of the G20, the OECD and others.
The Finance Minister is responsible for all matters relating to national taxation (direct and indirect) and State revenue dependent on taxation. To this end, it participates in all the work that takes place on this subject in national bodies. At the level of international bodies (EU, OECD, he follows the numerous cases with fiscal implications (exchange of information, etc.)
