It might be part of PR campaigns, Brainwashing or any other deception.
Effects on targets may range from confusion, regression (help seeking behavior as intended in strategy of tension-like manipulations) to temporary psychosis as in "hard" forms of Mind Control, i.e. torture based mind control as practiced by cults and in offshore black sites.
