Carlo Schmid was the head of The Swiss Parliamentary Inquiry into Operation Gladio. He admitted that "Part of the Swiss authorities knew of the existence of this structure. Some MPs in a secret council had some control, but it was ineffective, because these MPs knew virtually nothing."[1]
