The Permanent under-secretary of state (Norwegian: utenriksråd) is the administrative administrative officer of the Norwegian Ministry of Foreign Affairs.[1] Several of them have attended Bilderberg meetings at some points in their career.
The management of the Ministry of Foreign Affairs is divided into a political and an administrative management. The political leadership, the Foreign Minister, changes in elections, while the administrative leadership is basically independent of a change of government. The Permanent under-secretary of state, together with two assistant under-secretaries, heads the ministry at official level. The position as Assistant under-secretary of state was previously also referred to as Special Council.
The first Permanent under-secretary of state took office in 1922.[2]
