Incompetence is the inability to perform; lack of competence; ineptitude, such as dysfunctional administrative behaviors that hinder attainment of organization goals or personal incompetence and stupidity.
Protection of world view
The accusation of incompetence is often heard from people (especially from the 'moderate left') who are not willing or afraid to follow the logical implications if the happening had been done on purpose.
The claim that the perpetrators (like the government) doesn’t know what it is doing often rests on the false premise about what it is trying to do.
Stupidity and ignorance are no hindrance to cunning and pursuing own interests, or the interests of deeper actors.
Limited Hangout
Incompetence is often used as a limited hangout, used as an excuse to cover up or minimize crimes. For example, in 2015, it was revealed the US had spent $500 Million to train 'Four or Five' Syrian Rebels,[1] where the revelation of the illegal program was deflected by (self)-accusations of incompetence.
