David Snoxell is a British diplomat who has had two spells of service in propaganda departments. Notably his first spell is listed as being between 1970 and 1973 in the 'Information Department' of the Foreign Office, a department which only came into existence in the early 1980s as the successor to the Overseas Information Department which was itself the replacement for the covert Information Research Department closed down by David Owen as Foreign Secretary in 1978.
