The main focus of the FBN was control of the opium and heroin trade. Under Harry Anslinger, the bureau lobbied for harsh penalties for drug usage. After some propaganda including the 1936 film Reefer Madness, cannabis was made illegal with the 1937 Marijuana Tax Act. The FBN also succeeded in strengthening the 1914 Harrison Narcotics Tax Act.
