Incompetence is often a limited hangout.

Incompetence is the "lack of the ability, skill, or knowledge that is needed to do a job or perform an action correctly or to a satisfactory standard".[1]

Protection of world view

The accusation of incompetence is often heard from people (in the "mainstream") who are not willing, or afraid, to follow the logical implications if the happening had been done on purpose.

The claim that the perpetrators (like the government) doesn’t know what it is doing often rests on false premises about what it is actually trying to achieve.

Stupidity and ignorance is no hindrance to cunning and pursuing own interests, or the interests of deeper puppet masters.

Those ordinary folk - by which I mean, essentially, the 95 percent of the population that isn’t down the rabbit hole - need continually to be reassured that their countries are run by bumbling oafs who are no real threat because they can be voted out of office; that the job of government is to protect them and that it would certainly never do anything like cull them with a kill shot or deliberately start wars in order to cull them some more; that politicians can do some pretty crazy things, which sometimes have really quite painful consequences for the people they supposedly serve, but that’s because, hey, ‘politics is showbusiness for ugly people’ so that makes it sort of OK.[2]

Limited Hangout

Incompetence is often used as a limited hangout, used as an excuse to cover up or minimize crimes. For example, in 2015, it was revealed the US had spent $500 Million to train 'Four or Five' Syrian Rebels,[3], where the revelation of the illegal program by (self)-accusations of incompetence served to hide the scale of the program.
