Roland Vincent (Tony) Carnaby ran a security business based in Houston Texas. One of its contracts involved monitoring traffic in and and out the the port of Houston to guard against nuclear materials smuggling. In that capacity he would certainly have been known to the CIA. The police say that, when stopped he claimed to be a CIA agent; they did not believe him and asked him step out of the car; a high speed chase then ensued which ended with Carnaby being shot. The CIA later denied any connection to Carnaby and he has since been portrayed as a sort of 'Walter Mitty' CIA wannabe.
