Carlo Schmid was the head of The Swiss Parliamentary Inquiry into Gladio. He admitted that "Part of the Swiss authorities knew of the existence of this structure. Some MPs in a secret council had some control, but it was ineffective, because these MPs knew virtually nothing."[1]
