Career
Tom Wilshere (or possibly Tom Wilshire) as deputy chief of the FBI's international terrorism section, testified before the Senate Foreign Relations Committee on the global reach of Al Qaeda.[1] The 9/11 Commission report (pp. 267) stated that Wilshire was “a CIA official detailed to the International Terrorism Operations Section at the FBI.”

Mark Gorton notes that he "committed multiple acts of treason by frustrating the efforts of honest law enforcement officials to stop the 9/11 plot".[2]
