It is registered as a 501(c)(3) non-profit advocacy organization, and lobbies the United States Congress to increase funding for biomedical research.[1] It additionally operates a 501(C)(3) non-profit organization called the ACT for NIH Foundation.

It was formed in 2017.[2]
