BTW, I think of this list as a 'horizontal' plane (All governments seem to have these) as opposed to 'vertical', hierarchical (i.e. organized per nation state). - Cool. I wanted to preserve the WP title so that tools like WP++ will find the WS page. BTW, I think of this list as a 'horizontal' plane (All governments seem to have these) as opposed to 'vertical', hierarchical (i.e. organized per nation state).
