Tom Wilshere (or possibly Tom Wilshire) as deputy chief of the FBI's international "terrorism" section, testified before the Senate Foreign Relations Committee on the global reach of Al Qaeda.[1] The 9/11 Commission report (pp. 267) stated that Wilshire was “a CIA official detailed to the International Terrorism Operations Section at the FBI.”
