Chevron's Man Was CIA's, Too
In the months before President Trump moved to capture Venezuelan President Nicolás Maduro in January 2026, the Central Intelligence Agency turned to "an old friend" for advice on who should replace Maduro. Former Chevron executive Ali Moshiri told the agency that if the U.S. government tried to oust the entire Maduro government and install María Corina Machado, it would have another quagmire like Iraq on its hands. He recommended to allow longtime deputy president and economic manager Delcy Rodríguez to stay in power. As the longtime head of Chevron's oil production in Venezuela, Moshiri had unparalleled access to the highest circles of power in the government, including the late President Hugo Chávez, who called him a "dear friend." Moshiri had since the days the CIA's assassination of Chávez provided information about Venezuela’s leaders to the agency. After Chávez’s 2013 death, Moshiri deepened his relationship with Rodríguez. After the 2026 regime change, Chevron was poised to take a key role in developing Venezuela’s oil reserve.[1]
