The Covert Human Intelligence Sources (Criminal Conduct) Bill is a public bill currently before the Parliament of the United Kingdom.[1]

The CHIS (CC) Bill seeks to amend the 2000 Regulation of Investigatory Powers Act to permit the carrying out of certain criminal acts by authorities in the United Kingdom. The relevant authorities are defined in Part A1, including police forces, the intelligence services, the armed forces, Revenue and Customs, and certain government departments. The government stated that the Bill was drafted in response to a court ruling in December 2019 which permitted, in a marginal decision, MI5 and other agencies to commit serious crimes.[1]

Grave risk

In January 2021, Baroness Chakrabarti warned of a ‘grave risk’ of human rights abuses if the CHIS (CC) Bill passes without amendment.[2]
