Etymologically, 'terrorism' refers to acts of indiscriminate violence against people and property intended to provoke fear. The current usage of the term by national governments can be understood from the observation that Antiterrorism training materials used by the Department of Defense teach that public protests should be regarded as "low-level terrorism"; 'terrorism' serves as a catch-all to define any unwanted activity, from bombing to peace marches. It is used to promote fear and suppress rational thought in much the same war as fear of witches (or communists) was used in earlier times.
