Chester E. Finn Jr. is the Secretary and Treasurer of the Philanthropy Roundtable.[1]

Finn is a former legislative director in the office of Daniel Patrick Moynihan.[2]

Jacob Heilbrunn states that following Moynihan's election in 1976:

The initial team included Abrams, Tim Russert (now an NBC news correspondent), 'Chester Finn (an education expert closely allied with "honorary neoconservative" Diane Ravitch) and Penn Kemble -a heavy dose of neoconservatives. [3]
