This came as a complete surprise to the US military leadership.
Alternative theories
The main competing narrative is that Franklin Roosevelt had been informed of the attack, but that he did not pass this information on to Hawaii, because he wanted a convincing casus belli that would put the US populace firmly behind the war effort.
Claims
John Ainsworth-Davis wrote in 2006 in Op JB that under the command of Ian Flemming, he destroyed the Dutch submarine K-XVII after they stumbled across the Japanese fleet heading for Hawaii to prevent any risk that the attack might not happen due to its surprise nature being dissipated.[1]
