The name (concept) was dubbed as such by Sibel Edmonds as an eye-catching way of illustrating how the use of pseudo-gangs (or counter-gangs) has continued beyond the already well-understood original structures known as 'Gladio'. The name (both original and it's 'B' derivative) were never CIA-originated operation names other than of the specifically Italian mafia-like set-up.
