Sir Derek Plumbly is former director of the Middle East department at the Foreign Office. According to journalist Neil Mackay he was 'one of the key figures' in an alleged disinformation operation called Operation Mass Appeal from the late 1990s in the run up to the invasion of Iraq in 2003.[1]
