Document collection?
This is taking on the attributes of a collection. All documents are closely related to a very specific subject. Might be better to remove it to the Edward Snowden Affair page or remove altogether --Peter P (talk) 07:20, 30 December 2013 (GMT)

To summarise my feelings on such templates, I'd say "maybe". As opposed to |Subject which is a definite "Yes". So my approach is to work on the definites and then think about what else is needed - we might be able to automate something pretty similar. Robin (talk) 07:49, 30 December 2013 (GMT)
