Governments are commonly surrounded by advisory groups and special advisors. National public health agencies are an example of such bodies which often act suspiciously in concert worldwide, i.e. 'experts' in these bodies 'mold' statistics to pressure governments for legislation, in the case of so called Pandemics emergency legislation and buying vaccination for their citizens from Big Pharma. Later - also in an orchestrated manner - excuses for 'being wrong' are frequently issued.
https://en.wikipedia.org/wiki/List_of_national_public_health_agencies lists more than 30 such agencies.
