Jules came from a family of Belgian nobles and diplomats. He is grandson of [[Henri Guillaume]]. In 1933, he married [[Élisabeth Wittouck]] (1903-1978), daughter of [[Frantz Wittouck]].
 
 
 
He was part of the Belgian delegation to the negotiations of the [[Treaty of Versailles]].
 
 
 
He held numerous diplomatic posts, notably in [[Beijing]], [[London]] and [[Paris]], and played a major role in the reorganization of [[King Baudouin]]'s cabinet.
 
 
 
He is the father of Philippe, Cécile, Alain and Béatrice Guillaume.
