Military-industrial "expert" peddling biometric solutions to the US government. Formerly was a counsel to the 9-11 Commission.

Janice Kephart is a US businesswoman selling biometric products[1] and at the same time an "expert" for inmplenting biometric systems to the US government[2] As of 2023, she was Senior Biometrics Interagency Coordinator for the Department of Homeland Security (DHS) Office of Biometric Identity Management (OBIM) Futures Identity. She formerly was a counsel to the 9-11 Commission.

She was a counsel to the 9-11 Commission.[3], where she was responsible for many of the terrorist travel recommendations in the 9/11 Final Report

According to herself, she is responsible for buzz phrases such as "terrorist travel" and "biometrics assure both security and facilitation"[1], and recommendations including biometric verification of identity, as well as passport requirements for all persons entering the U.S. [4]

She was invited and spoke before the United Nations National Security Council on terrorist travel and has served twice on the Senate Judiciary Committee as Terrorism and Technology counsel and as a 2013 Immigration Reform Special Counsel. She was formerly founder/CEO of a leading military-industrial trade organization, the Secure Identity & Biometrics Association (SIBA) and Americas Director for international border organization BORDERPOL.
