Governance is the way an organization or state is managed, directed and held accountable for achieving its goals. Governance arrangements include the structures, systems and process that control how it operates.
Good governance is an indeterminate term much used by think-tanks and international fora to describe various accounts of how public institutions ought to conduct public affairs and manage public resources. The term is promoted since it lets non-democratic influences take over the government process.
