| − | I submit that COG is not a continuation of a previously existing government, neither simply a change of government, but rather an evolution of the very concept of government. The idea of a fascist form of government, one in which corporate and state power are merged, had first to evolve. It could only have arisen in a particular stage of social development, i.e., after feudalism and during the capitalist phase of social development. As the rate of profit declines, and the world enters the socialist phase of social development, an evolution of the concept of government must arise. This is COG.
