| − | I submit that COG is not a continuation of a previously existing government, neither simply a change of government, but rather an evolution of the concept of government under the capitalist mode of production. The idea of a fascist form of government, one in which corporate and state power are merged, had first to evolve. It could only have arisen in a particular stage of social development, i.e., after feudalism and during the capitalist phase of social development. The rate of development of society is proportional to the rate of decline of profit. The rate of profit was almost zero during the decade of the 1960s: a time many suggest the US Dual State emerged. Neither liberal nor democratic, COG is, to the bourgeoisie emerging from the [[1960s]], the very Concept of Government.
