Podcasters are broadcasters who use the internet. As the cost of accessing the internet decreased and the ease of doing so increased, the commercially-controlled media was eclipsed by the rise of internet-delivered content.

Early days
The first site on the internet to accept audio uploads from the public without charging for doing so is believed to be Radio4All.net, set up by Lyn Gerry for independent radio producers to exchange content. This site was opened in 1998, before the word "podcast" had been coined and when internet access was still very limited.
The rise and rise of "independent" media
The declining success of commercially-controlled media at swaying public opinion was mirrored by the increase in interest in using alternate methods to do so. In 2016, the Supranational Deep State launched PropOrNot, which styled itself "Your Friendly Neighborhood Propaganda Identification Service" as part of the "Fake News Website" campaign. Intended to try to reverse the steady decline in use of newspapers and television, it backfired and instead launched the phrase "fake news", leading to increasing scrutiny of news and suspicion in particular of corporate purveyed news.
A contrasting tactic by the SDS was to fund a lot of "independent" media producers, such as podcasters. Accordingly, podcasts such as the Dark Horse Podcast were launched and initially focused on gathering a following, gradually switching their focus more to purposes that might be termed propaganda such as managing opinion, floating ideas or shifting the Overton Window.
"Government by podcast"
Noting in 2025 how many member of the second Donald Trump administration were lacking relevant qualifications but were podcasters, Jonathan Couey coined the phrase "Government by podcast" to describe a phenomenon in which "scripted actors" play the part of authoritative experts.
