Jean Lemierre is a French banker who was the president of the European Bank for Reconstruction and Development from 2000 to 2008, and then chairman of BNP Paribas.[1][2][3]
Education
He studied at Sciences Po and École nationale d'administration.
Career
From 1980 to 1989, Lemierre climbed the career ladder in the French Tax Administration, and from 1989 to 1995, as director general of the French Tax Authority, he was its chief executive. In 1995, he briefly was cabinet director of the French Minister of Economy and Finance Alain Madelin and his successor Jean Arthuis. He then was director of the French Treasury from 1995 to 2000.
In 2000, Lemierre was chosen as the new chief of the European Bank for Reconstruction and Development (EBRD), succeeding Horst Köhler. During his time in office, he warned Russia to stop further expropriations like what happened with Yukos.[4]
In 2004, the French government nominated Lemierre as candidate to head the International Monetary Fund (IMF); the post went to Rodrigo Rato instead.[5] From 2005 until 2008, he sat on the advisory board of the Commission on Legal Empowerment of the Poor.
Following his departure from EBRD, Lemierre joined BNP Paribas as an adviser.
In 2011, Lemierre (alongside Charles Dallara) was co-head of the bondholders' committee that renegotiated €200 billion of Greek bonds with the government.[6]
Lemierre was the bank's key negotiator in the record $8.9 billion fine it paid to the US in 2014 for "violating" U.S. sanctions on Sudan, Libya and Cuba between 2002 and 2012.[7] In 2014, he was appointed chairman of the board of directors.[8]
