Howard Phillips Hart was an American Central Intelligence Agency officer who led the early part of Operation Cyclone.
Career
In 1979, Hart was based in Tehran as riots against the American-backed shah erupted in revolution. Hart was among five CIA officers who stayed, and he became station chief. Among his missions was to help CIA informants, including agents from the shah's brutal secret police and intelligence service SAVAK, get out of the country.[1]
