In that event, the decision has been approved unanimously by SOPS that it will send two reps, incl. ITAC CO, to the next Yggdrasil meeting to be held 01/85 in a Wiltshire, U.K. country house. Stockholm attendees (Eyes Only ID key appended) are: Host P., P.G., C.N., Goran E., Mats L. for C.U.W., P.W., P.S., and the General.
The top item on the agenda will be Repton Näss Beirut activity with respect to SPM. Rome rep indicated interest of GM/P-2 in solution; Chair promises to keep Rome informed. Also on the table are the shutdown of Muskö and Karlskrona and the removal of SIGINT devices to Skagerrak. Further discussion will center on ESSPPPP reorganization to create possibilities for cooperation with SA and Israel interests as a means of increasing influence in African and Gulf areas where interests of cartel and member governments coincide.
Chair is reminded by US rep that joint US-UK effort has resulted in obtaining a copy of secret SPM agenda for Moscow meeting in Spring 86 from a contact on staff of SPM [Swedish Prime Minister]. Agenda confirms presumptions made earlier this year (Ref: MS/78510) by UK rep re: threat to NATO northern flank. Current status of above makes it imperative that "Operation Tree" be carried out successfully. SOPS has been assured that arm's length will be maintained to ensure deniability. Project management is local, technicians imported. SOPS requires details to be kept fully compartmented on a need-to-know basis.
Dutch rep feels it necessary to reiterate that connection between SOPS and Yggdrasil Group is completely informal and not officially acknowledged or sanctioned by member governments. Chair polled table and registered unanimous consent for bivalent position (Ref: 98514).
UK rep offered confirmation of Swedish shipment of WG 235 to New Delhi. SIS report states shipment made via FRG (Kiel) in order to provide shipment with altered C/O certificate and keep Swedish origins of the material secret from IAEC and local media. FRG rep asked to query FIS for details of transaction, specifically role of IMES Chief and FRG POL in expediting same.
FRG rep affirmed importance of maintaining complete secrecy re: involvement of Kiel should transaction become known to media, in order to prevent public assumption FRG officially involved. SOPS suggested FRG rep implement whatever means may become necessary to ensure silence of parties involved. Table unanimously requested complete briefing on FIS contact with GDR / MSS in matter under discussion. FRG rep requires consultation with his Chancellery before complying.
Belgian rep introduced extended report of activities of former rep to SOPS Frans Reyniers with Adnan Khashoggi through Geneva, which may have destabilizing results in Near East with possible influence on NATO. US rep: SPM's role in Indian weapons purchases as well as his dubious role in Iran conflict highly alarming.
