Activities
Joseph Yoshio Kiyonaga had a large, official CIA contingent under his command in Panama, as well as others who were deep cover employees. His cover was "special assistant to the ambassador;" in fact, he had more people under him than the ambassador. He had two offices: one in the embassy, and one in the Panama Canal Zone.[1]
