Bartolomeu Constantin Săvoiu is a French-Romanian retired officer, collaborator of Jacques Chirac, Grand Master of the Romanian National Grand Lodge 1880, and Christian-Orthodox activist. Săvoiu is the sole spiritual heir designated by Licio Gelli.[1] He also founded the New Propaganda Masonic Lodge 3 (P3), proposing itself as a continuation of Gelli's lodge P2.[2]

Background
His father Filip C. Săvoiu was a Romania officer. After the destruction of his Guard Regiment in 1942 on the Eastern Front, he entered the interior ministry as a police officer, where he was quickly promoted to the rank of senior official, becoming director of the Cabinet of the secretary of state in charge of local collectives from 1946 to 1948. After the establishment of the communist government, Filip C. Săvoiu was arrested by the Securitate in early 1948 and accused of spying for the Americans.[3]
Bartholomeu, his son, completed his primary and high school studies in Bucharest in one of the most prestigious high schools in the capital "Mihai Viteazul", in 1962. After university studies (completed in 1968) and reserve officer school, he worked from 1968 to the spring of 1970 in a State Foreign Trade Enterprise of the Romanian Ministry of Foreign Trade. Married to a French woman, he emigrated in the autumn of 1970, with the support of the French authorities, to Paris.[3]
He has a certificate of Political Economy Studies, University of Paris XII, 1973-1974[3]
Career
He was active for 50 years (1968-2018). After a short career as a government employee in the Romanian Ministry of the Foreign Trade, he started in Paris a career in international commerce, working for a French multinational company[3]. He was elected 10 years as Judge of the Labour Tribunal in Paris (Conseil des Prud`hommes). He was a member of the Gaullist Party UDR (Union pour la Défense de la République), successively becoming RPR (Rassemblement pour la République) and UMP (Union pour un Mouvement Populaire), "led by the great statesman and politician Jacques Chirac, Minister, Prime Minister, Mayor of Paris and finally President of the French Republic (1995-2007)". He was activist and member of the Central Committee (National Council) of RPR.[4]
In 2006 he returned to Romania to be promoted as a Brigadier General. Vice-President of C.I.O.R. (Confédération Interalliée des Officiers de Réserve – NATO) and President of the Romanian Reserve Officers Association. He was Vice-President of the Romanian National Party (Partidul Naţional Român – P.N.R.), Romanian National Liberal Party (Partidul Naţional Liberal – P.N.L.) that merged with the Democratic Party (Partidul Democrat – P.D.) He founded a new Romanian Party: Alliance Law and Order (Alianţa Lege şi Ordine – A.L.O.) "to defend the traditional values of the Judeo-Christian society, the common European roots, the North-Atlantic Treaty, the Western World and fighting for the preservation of the European identity in front of the Islamic invasion of our countries."[4]

A letter from Licio Gelli dated September 20, 2014 stated that "I directly consider you my only spiritual heir...I believe you are the only Mason with the right qualities to continue the Masonic and socially moralizing path I embarked on years ago."[5] According to a Youtube video by the Romanian National Grand Lodge, the Lodge P3 celebrated its first operational meeting in Rome on December 15, 2019.[6]
Medals
At the proposal of Roger Fauroux, Minister of industry, "for his merits in the field of international trade", the president of France, François Mitterrand awarded him in 1990: The National Order of Merit in the rank of Knight, which was awarded to him by the president of Saint-Gobain Jean-Louis Beffa.
"For his merits as a pan-european campaigner", the minister of Justice of the Grand Duchy of Luxembourg, Luc Frieden, personally handing him in 1999 the Medal of European Merit (Silver).
His Holiness Ecumenical Patriarch Bartholomew I awarded him, in a special ceremony in Istanbul, for his merits and for 25 years of activity in the cultural field in 2000 the Grand Cross of St Andrew.[7]
For his professional activity, the French Ministry of Labor awarded him successively: The Labour Medal (Silver-1992; Vermelium-2000, Gold-2007)
For all his activity in the Social, trade union, Professional, labor law, etc., at the proposal of Dominique Perben and under the patronage of the president of the Senate, Christian Poncelet, President of France Jacques Chirac, awarded him in 2003 The National Order of the Legion Of Honour, in the rank of Knight, which was presented to him personally by Minister Dominique Perben.[8]
Minister of Justice Dominique Perben awarded him in the same year, 2003 an Honorary Diploma of the Ministry of Justice
"For his activity in the cultural field and for promoting Romania's image abroad", the president of Romania Ion Iliescu, awarded him in 2004 The order of Cultural Merit in the rank of Officer, which was presented to him by the Romanian Ambassador in Paris, Sabin Pop.[9]
For his action in the field of strengthening the ties between the Romanian and Bulgarian armies, on the occasion of the centenary of the Association of Reserve Officers, the Bulgarian Army awarded him in 2007 The Order Of The Golden Lion (Knight), which was presented to him by Lieutenant General Stoian Topalov.
For his action in reserve within the Romanian Army, Minister of Defense Teodor Melescanu awarded him in 2007 the Reservist medal First Class.
For the action to strengthen the links between the Romanian Reserve Officers 'Association and the Swedish reserve officers, the Swedish Reserve Officers' Association Awards him in 2008 The bronze medal, which was awarded to him by the vice-president, later to become president, Lieutenant-colonel Jan Sjölin.
For services to the order, his work in the Orthodox world, and the strengthening of ties with the other Christian denominations, Grand Master Of The Order of St. Peter and St. Paul. St. John of Jerusalem-Knights of Malta (Orthodox branch of the Order of Malta when Tsar Paul I of Russia became the 70th Grand Master in 1797), Marquis Louis di Scerri Montaldo awarded on 2 April 2011 the Grand Cross.
On the occasion of the Jubilee of the Association of Swedish reserve officers, for his merit in developing links with the Swedish Association, he was awarded in April 2011 the Silver medal, issued by the president of the association, Lt. Colonel. Jan S. J. Engellin.
For his action in the associations of Reserve Officers and in the Inter-Allied Confederation of Reserve Officers (C. I. O. R.) -NATO, where he is vice-president, minister of Defense Mircea Dusa awarded him in May 2013 The emblem of the Romanian Army-First Class, issued by General (R) Nicolae Gropan, president of the Federation of servicemen of Romania.[10]
