As is common with preparation of and for disasters, the danger and evilness of the enemy is inflated, sometimes blown out of proportion in a near-paranoid fashion.

A war of aggression can thus be "legitimized" and rationalized as "self defense" and peace-makers accused of being irresponsible, immoral and unpatriotic.

For example, by the mid-1970s, then US Secretary of Defense Donald Rumsfeld began to argue that the Soviet government would be ignoring bilateral treaties and "secretly building up weapons with the intention of attacking" the United States. False intelligence has been deliberately produced to demonize the alleged opponent in nearly every war of aggression.
