It is believed that he played an important role in Operation Mockingbird.[1] He is "a longtime veteran of CIA overseas-propaganda work, left the agency to conduct "public diplomacy" from the National Security Council."[2] "Other officials, in the administration and Congress, claim that Casey sent Raymond to the NSC in order to "insulate" the CIA."[2]
